Climate, Land, and Rights: The quest for social and environmental justice in the Arab region

In November 2023, The Policy Initiative (TPI) embarked on a collaborative project titled "Climate, Land, and Rights: The Quest for Social and Environmental Justice in the Arab Region" (CLR). Primarily focusing on Lebanon and Tunisia, it examines emerging forms of green and non-green land grabs that risk exacerbating existing inequalities and injustices and intensifying the negative impacts of climate change.

The project aims to provide interdisciplinary analyses, evidence-based research arguments, and recommendations derived from the experiences of communities, organizations, groups, and individuals resisting land grabbing in the region. Adopting an action-oriented approach, it also seeks to support alliance building by providing a platform for collective learning, experience-sharing, and open dialogue among diverse groups, promoting local and cross-border collaboration on environmental issues and land rights.

Over the past eighteen months, our efforts have been dedicated to defining the research thematic, initiating the research process, guiding and reviewing the work of the selected researchers, and setting the agenda for the project’s alliance-building track. During this period, our understanding of the problem and issues to be explored has significantly evolved. Moreover, recent developments in the region, particularly Israel’s war on Lebanon and Gaza, have prompted us to broaden the scope of our investigations. The scope of our research includes now:

- A systematic review of green and non-green grabbing in the Arab region.

- Profiling social movements and climate/ environmental activism in the Arab region in general, and Lebanon and Tunisia in particular.

- Exploring the critical relationship between land governance, territorial planning, and environmental protection (including nature conservation) in Lebanon and Tunisia.

- Examining Lebanon’s and Tunisia's climate commitments and environmental policy landscape, and avenues for improvement.

- Identifying the legal frameworks surrounding specific environmental challenges in Lebanon and Tunisia, including marine violations, extractive industries, solid waste management, and renewable energy production.

- Engaging in research and dialogue on environmental cooperation and environmental crimes, including those committed during armed conflicts or under the guise of climate action. 

In collaboration with the Legal Agenda, we organized two closed roundtable meetings in Tunisia in April 2025. The first aimed to facilitate knowledge-sharing and coordination between researchers working on the Lebanese and Tunisian contexts. The second brought together Tunisian activists to exchange experiences and insights, foster future dialogue, and strengthen regional networks.

We are currently developing the research papers we initiated, and in July this year, we will launch a webinar series that showcases our key research findings and brings in external researchers to discuss issues relevant to our project and research themes. In addition, we will organize several roundtable meetings to convene concerned groups, organizations, and individuals and actively engage them in the project. The research outputs will be available in both Arabic in English, and the webinars will be conducted in Arabic. Given our primary focus on the Arab region, it is important for us to produce knowledge and facilitate discussions and activities in Arabic. By centering Arabic, we aim to enhance regional engagement and strengthen an authentic narrative, moving away from the dominance of Western languages in research that addresses our own communities and experiences.

Project core team

Dr. Mona Khechen, TPI Senior Fellow, and Dr. Sami Atallah, TPI Executive Director, co-direct this project. The Legal Agenda, led by Attorney Nizar Saghieh, is a key implementing partner. Professors Mona Harb and Rami Zurayk of the American University of Beirut serve as project advisors, while Sami Zoughaib and Rana Alhabr coordinate project activities.
