What did the Lebanese State do in December 2025?

In December 2025, the Lebanese state issued 252 legislative texts, none of which were reforms addressing the ongoing crisis. Nearly three-quarters of administrative texts were concentrated in just three categories: approvals of contributions—mostly directed to a public hospital; licensing decisions primarily benefiting educational institutions; and financial transfers largely allocated to the Council for Development and Reconstruction (CDR). The remaining regulatory texts focused mainly on taxation, public sector employment, and vocational education and training.
