What did the Lebanese State do in November 2025?

In November 2025, the Lebanese state issued 253 legislative texts, with none advancing Lebanon's macroeconomic reforms. Administrative activity was made up of 238 texts and was concentrated on approvals of contributions, licenses, appointments, and financial transfers, accounting together for almost 80% of routine measures. This included $35 million in approved in-kind contributions ($20.8 million to the Lebanese Army), alongside 48 licenses (including 16 related to arms and ammunition trading). Regulatory texts focused mainly on tax measures, including income tax and VAT, alongside agricultural trade regulations related to food inspection and livestock imports.
