What did the Lebanese State do in February 2026?

In February 2026, the Lebanese state issued 158 legislative texts—the lowest in more than six months. Over two-thirds of administrative output fell into three functions: 44 licensing decisions, largely for educational institutions and weapons and ammunition dealers; approval of $2.6 million in contributions, with the bulk directed to the Directorate General of General Security; and 11 appointments across the public administration, diplomatic corps, and judiciary. On the regulatory end, macroeconomic texts dominated, headlined by the approval of the 2026 national budget and tax deadline extensions, alongside international agreements with the EU, Syria, Hungary, and new World Bank loan arrangements.
